added wish for an agencies api #16

Added a request for a standard list of all federal agencies available as an API.

Hey @jedsundwall, thanks for jumping in! We actually use this repository for its issue tracker, which is where all of our wishes are wished. :)

Feel free to bring it up there, but I actually think you might be able to find what you're looking for -- there's some discussion on the matter at the Open Data Stack Exchange, here:

I'm going to close this PR, but do feel free to open up any issues in this repository with other ideas, and participate in what's there.
