Actually, some of us have been talking about standing up the CFPB's new eRegs tool for the FAR. The CFPB very smartly broke out their open source into 3 components, and so isolating the pieces that need to be adjusted for the FAR shouldn't be too bad.
Though, I believe eRegs uses plain text versions of regs, from the eCFR or the Federal Register. I haven't used the CFR XML myself, but my understanding from those who have is that it remains an incredible beast to use.
It's sorely needed. The COs really have no searchable way to find the far except for some really crappy interface on acquisition.gov that barely works. As PIFs it came up several times.
I suspect the place to start is regulations-parser - take the text of the FAR (which CFR Title and Part is it?) and run it through the parser, see what warnings or errors it has, and see what it looks like stood up inside the regulations-site.
It'd be nice to have the CFR parsed. It's already in Quasi-XML. http://www.gpo.gov/fdsys/bulkdata/CFR
This is important to me because it's got the FAR inside of it (I'd like to eventually get to the FAR being inside of the DC Code Browser) But lots of other good stuff too.
