After the tool is completed to work in ArcMap, Phase 2 would be to publish the tool to Uniti Fiber's Enterprise Portal. This is not currently in scope, but hopefully will be added. @joelherr

I learned how to do this at the ESRI UC. It is not trivial, and Uniti does not yet have an Enterprise Geodatabase Portal ready to do this on. Regardless, I wouldn't want to publish it until after the tool is proven in for one E-Rate season, so this Issue is on hold and not planned for development this year.
