Build multimodal Network Dataset with Roads and Existing fiber

Prepare layers for, and build a multimodal Network Dataset. This will allow routing over both roads and existing Uniti Fiber fiber in a closest facility analysis.

• [x] Use the existing fiber network that was snapped together in Issue #4 and use the sample Tuscaloosa TIGER/LINE Roads
• [x] Create a 3rd layer for transition connectors between the roads and fiber
  • [x] Create a layer of points at endpoints of fiber lines
  • [x] Create a Near Table between the above points and the roads (where points < 100' from roads) resulting in a feature layer of lines connecting them (maybe try to hit close, existing vertices)
  • [x] Create points and vertices where the near table line features intersect roads.
• [x] Build the multimodal dataset using the above feature layers

Proof of concept is successful using Tuscaloosa. A layer package is attached with a single route created between two points using Network Analyst over a multimodal network dataset of roads and existing fiber. The route created is longer in total length than it would be if it were only on roads, but since existing fiber is much cheaper than building on roads, it minimized the length on roads by using existing fiber. Multimodal_Route.zip Next up is to test it as the network dataset in the SingleRFP_Route.py
