Correct JavaDoc for ComparableQuantity #422

In the JavaDoc of ComparableQuantity there are some issues like:

Compares two instances of "".
isGreaterThan says "that > this", it should be "this > that"
isGreaterThanOrEqualTo() states "that >= this", it should be the other way
isLessThanOrEqual says "that < this", it should be "this <= that"
isLessThanOrEqualTo says "that < this", it should be "this <= that"
