Add ability to configure read/write S3 buckets for Jupyter seperate from read only S3 buckets #177

Currently through the JupyterS3Policy certain buckets can be made accessible within Jupyter without requiring AWS credentials. These are currently all read only. It might be a good idea to add a separate list of bucket names that are read/write.
