Configure Application Load Balancer for SDAP

Status:

Moved this to 24.2.3 because of delays due to missing tags on subnets preventing auto-detection during load balancer deployment.
Load balancer deployed in unity-venue-dev on the private subnets but not fully tested ARN: arn:aws:elasticloadbalancing:us-west-2:429178552491:loadbalancer/net/k8s-sdap-sdapingr-48c5609acc/97a16ec49446bfd4 DNS Name: k8s-sdap-sdapingr-48c5609acc-97a16ec49446bfd4.elb.us-west-2.amazonaws.com Listener port for SDAP endpoints: 8080
Next step: Configure API Gateway and VPC Link to provide a public path to this load balancer in order to test it.

Load balancer deployed with healthy target group (SDAP driver node) and functional listener on port 8080 for SDAP endpoints.
