As an operator, I want U-DS catalog entries created from a workflow to include, if one is provided, any workflow labels

If a workflow is given a label, then any products created from that workflow that are ingested into the Unity Shared DAta catalog should contain that metadata (note- the metadata do not need to be included in file metadata, but in the metadata entry stored in U-DS)

many labels can exist for a given workflow execution and all should be stored with the metadata entry
