Implement Cancel API method #25

@pymonger will need to touch base with the SPS team (either @ryanhunter-jpl or @drewm-jpl ), to see if the the API method is implemented.

@LucaCinquini is there a ticket for the implementation of this on the SPS side? I think given the time left on this, I'm going to assign this issue to 23.3.

Moving this to "Future Work" / (backlog this ticket) as this is part of the deprecated work. We may revisit this in the future. @pymonger @GodwinShen @mike-gangl
