Create github repo for AWS Partner Solutions to house the cloudformation templates, documentation, etc..

Done. The AWS provided repo is at:

I've forked it into our unity-sds org at:

https://github.com/unity-sds/cfn-ps-jpl-unity-sds

We will make our updates to this fork and use the PR workflow to have Andrew Glenn approve and pull our updates into the source repo.
