Create CloudFormation Template for HA #32

Support for high-availability, so that we have the capability to scale up in multiple AZs. The default would be one instance (auto-scaling group with a desired of 1), as well as a elastic load balancer as the point of entry. This is one of the best practices for the AWS CloudFormation Partner Solutions. This would additionally need to support web socket traffic.

I'm going to re-assign this ticket to me, and move it to a "Future Release" (backlog this ticket). @GodwinShen @mike-gangl this is part of the deprecation of the pre-pivot-to-Initiators body of work.
