SBG Workflow 2 Trigger logic

Work to cover how "orchestration" logic is done- this is a manual step for now until we can determine a good way to automate this process.

Acceptance Criteria

Acceptance criteria required to implement the epic

Outputs of workflow 1 are downloaded (Fractional cover, reflectance)
a Jupyter notebook to do the download, analysis, and then execute workflow 2
- Analysis/logic in the coverage
