Dockstore Deployment to Ops

Deploy Dockstore to the operational/production shared service venue.

Acceptance Criteria

Dockstore is deployed and accessible in the Unity Shared Service Production Account
Users are able to add and search for applicaiton packages and workflows within dockstore
SPS venues can retrieve CWL from dockstore endpoints

@mcduffie I moved this ticket to the 24.1.4 sprint since one of the work tickets is planned for that sprint. If you plan to get it done earlier than that (e.g., this week at the close of Sprint 24.1.3) please let me know.

No activity because no one on the ADS team is cognizant on the deployment and we don't have enough person resources to make this happen.

@mike-gangl do we need this ticket to close before we can have a fully functioning PROD shared services venue?

ideally this is in Prod, but the deployment is slow going. I should have time to assist over the next 2 weeks once we get SBG workflows wrapped up.

We can limp along with the test dockstore as it's independent from all the other components, but if we have 'prod' (e.g. sbg-dev) users using this version, they'll have to reproduce their workflows as we migrate to the production version later, or we figure out how to migrate the data from dockstore-test to dockstore-prod which is kind of ugly
