Find documentation gaps as we work through V&V tests

[ ] Add user, role, and user-role CRUD to documentaiton
[ ] Developer docs- how to add an endpoint to venue HTTPD (e.g. jupyter, airflow) via terraform

From JPSS Roles and Responsibilities

[ ] Document Custom Metadata process for addition, where to add in STAC, how to query
[ ] Document / define process for adding data to MDPS Data Catalog and Project Buckets (Anc, Aux, Input data products, test products, etc).
[ ] Document / define process for adding data to Algorithm Environment (Jupyter) (Anc, Aux, Input data products, test products, etc).
