STAC backwards compatibility

STAC updates will require a change to the workflows as well as the data catalog to properly implement the asset role change. We will need to create a development instance of Data Services and begin creating workflows/rebuilding various workflows (chirp, SBG, L1A, L1B)

Well on the way to being completed. We should run the CHIRP workflow in ops when we get a chance to formally close this out, but the dev and test versions are working fine for new datasets.
