SBG integration into SDAP requires COG/GEOTIFF support

cog/geotiff support is experimental and we need to ensure we can figure that aspect of the support out. How SDAP ""ingests"" these files, how the access is done and what functions are supported is TBD. Need to figure out which products we want to support and get examples of them.

Branch with cog/geotiff support also includes zarr support.

We can revisit this when SDAP merges the cog support into their main branch.
