Cost associated with Operational Performance Testing

Might not have the funding available to do a real-life performance test. Mitigations need to include what we can do if the costs are too high.

Actions

[ ] Pen and paper exercise to determine cost of TIR and VSWIR level tests.
[ ] Determine a ramp up in testing to get to the TIR and VSWIR forward rates (this PI if possible)
[ ] Determine a ramp up in testing to get to the TIR and VSWIR reprocessing rates (future PI work?)

Can we look for historic costs from ecostress or SBG or something else?
