Add documentation for submitting a job to airflow via APIs to Gitbook

Acceptance criteria required to implement the epic

[ ] Gitbook page with explanation and example of submitting a job to Airflow via OGC API is available for Users
[ ] Add information to MDPS Tutorial

No gherkin validation is needed for this feature. Ticket should point to the documentation when complete.

System Validation Criteria: a non-SPS member (Godwin, Brian, Mike or Jimmie) is able to follow the documentation to submit jobs via the OGC (and Airflow?) API.
