NavBar deployment for EMIT and PDS

Validation for EMIT:

go to EMIT dashboard URL (https://www.mdps.mcp.nasa.gov:4443/emit/dev/dashboard)
page loads properly
choose Health Dashboard from the navigation menu in the upper right
the Health Dashboard opens
if the health endpoint is hooked up properly, the content of the table reflects the current state.
- if it is not hooked up, the table shows Health Endpoint is Not Available and has dummy data
- if health endpoint is not hooked up, the navigation menu also shows Application List Unavailable

Some issues with Health Endpoint coming up in venues; Galen an co. working on it PDS will be done when we ramp up PDS pilot

PDS probably will not need navbar In future, Mgmt Console will auto-install navbar anyway. Closing
