Retrieve a data cube that is the combination of multiple files from a DAPA Endpoint

Acceptance Criteria (TBD):

Request to a DAPA endpoint
Request specifies collection, date range
Optional: Request specifies a subset/region of interest?
Request is routed to the applicable "handler" for this collection and aggregation request
A single file is returned that combines multiple files (according to the date range) into a single data cube.
