aka "top hat"

make a common navigation area at the top of the app toggle: which application to look at (mix of home-grown and off-the-shelf UIs)

toggle: which venue I am in (only shows what I have permission for)

toggle: which project I am in (only shows what I have permission for)

this may also contain a customizable (?) home page

How does cross-venue and cross-project stuff work if a project has their own infrastructure

Oct 24: this will be per-venue The cross-project navigation will happen at the "shared service" level with something analogous to M20 "Starting line".

re-opening. there is work to go on this:

put in marketplace
make it per-venue
add Project / Venue in the navbar
get CORS stuff working so we can cross-navigate between disparate web apps
