Create Unity Common API

“Single place” to access the various service functionality. Will incorporate logic from early versions of Unity-py (e.g. the object model and terminology).

Will be an incremental release to support development of the job dashboard, starting with the job submission features of 23.3:

Then extended to support the “jobsDB” (job orchestration/batch job management)

• [ ] job monitoring (at workflow top-level)
• [ ] cancel job
• [ ] retry job

And workflow per-step status:

Hm should this also include project & venue in the URL? The endpoints will be deployed per-venue so you'd have like: /nisar/dev/wpst/processes /nisar/prod/appcatalog/applications
