Monitor job via Unity.py or Unity.js #13

jobs in 23.1 are always Workflows, not individual PGE/algorithms

for this ticket, you can monitor the Workflow as a box (not see per-step)

"should" not need to change vs. monitor any other type of job at this level of abstraction
