Ogc processes api #92

Added commands to call OGC process API deployed by SPS.

This relies on the OGC processes client library at https://github.com/unity-sds/unity-sps-ogc-processes-api-client-python

commands supported are:

get_processes
get_process
get_jobs
deploy_process

coverage: 46.923% (-40.7%) from 87.575% when pulling cbea3871d2f24783f49bfa13695ce29abca4ec42 on ogc-processes-api into d40a2f637beb36f60b77fe435e1f441fa392c32a on main.
