[New Feature]: Deploy CHIRP Workflow on Sounder SIPS Test venue with EKS 1.24 #245

Using the currently deployed EKS cluster (1.24) on Sounder Sips venue: o Deploy U-SPS onto EKS cluster in Sounder Sips Test venue. o Use the WPS-T API to register the CHIRP process. o Test successful execution of CHIRP workflow via the WPS-T job request method.

Note that EKS 1.24 is not supported any more, and we will not be able to re-instantiate the EKS cluster if it is destroyed.
