Purpose

This PR adds support for deploying Airflow in a pre-existing EKS cluster in MCP.

Proposed Changes

[ADD] Terraform submodule for deploying Airflow into a pre-existing EKS cluster.
[CHANGE] Lint various files with pre-commit hooks
