Description: Deploy the latest stable release of SPS/Airflow onto the new EMIT venue using shared services defined in the unity-prod venue.

Dependencies: o From CS: Management Console able to deploy all necessary infrastructure in a target venue

Acceptance Criteria: o Availability of SPS UI in EMIT venue o Demonstrated execution of generic CWL workflow

Do we have an estimate for when can expect the EMIT venue to be created?

@drewm-jpl we pinged them again, we have not had a response on the request in several weeks. Moving this to blocked until the venue is ready for use.
