Initial project setup #3

This PR contains an initial implementation of the Unity UI containing:

  1. Creation of react app project using Vite
  2. Integration of Authentication via Cognito
  3. Addition of Routing
  4. Integration of React Stellar Navbar component
  5. Developed Jobs Monitoring Dashboard — currently loads static data
  6. Jobs Detail view (loaded via clicking a cell in jobs dashboard)
  7. Integration of generic web view for loading third-party user interfaces
