Update navbar UI with small fixes

• [x] ordering of items in the navbar menu (put gitbook last)
• [x] order of items in the navbar menu (use the ordering of the health-endpoint json for the order of apps in the menu)
• [x] make the health-check table columns resizable
• [x] remove create job/job dashboard links
• [x] fix the link-outs from the health-check table so that https://http// doesn't show up in the URL
• [ ] update the 'loading screen' UI while the health endpoint etc. loads up
• [ ] fix the sort and filter icons, they are broken
