[DOCS] Discussion for Deployments via Docker

This is a discussion issue to field input for the following checklist to eventual support deployments via an official docker image on DockerHub. The following milestones come to mind:

• [x] Merge #551
• [ ] Add DockerHub secrets to deployment workflows to push images to UC DockerHub with correct version tags
• [ ] Update deployments.md docs to include best practices for deploying via docker including suggested mounts to configure external database
