misctools, feat: generate and update tags file #62

I advertised Citre at https://emacs-china.org/t/citre-ctags/17604/ and received a lot great feedbacks.

The most requested feature is a command to create/update a tags file, so I created one.

TODO:

[x] generate tags asynchronously
[x] write this in manual.

This may not be perfect, but since tags file creation is not a simple task (to suit various needs from different users and projects), I'd like people try it and quickly give feedback.
