@smn @miltontony ready for review.

The problem: we need to point a springboard app to an ES index unicore_cms_ffl_za-master, but slugify converts that to unicore-cms-ffl-za-master.

The solution: local repo name = index prefix. I also implemented specifying index_prefix in the config, but it adds unnecessary complexity. So I reverted those commits.
