[ideas] You shouldn't be able to vote for abandoned ideas #64

Ideas with a status of 'abandoned' shouldn't receive votes and maybe shouldn't even show up on the ideas/index (list) page. Or, if they do show up, they should appear at the end and grayed out.

For now, if they're sorted towards the bottom, probably OK.
