Describe the bug
Using a portable installation. Copied files from the zip to the OBS folder, and copied the presets from the zip. Enabled the websocket server to use windows history capture. Restarted OBS, and it no longer opens. Exe is stuck running in the background, but doesn't actually crash. Windows firewall is disabled. All plugin settings are default, aside from enabling websocket.
Launching a second copy does work (although the input capture obviously doesn't), and allowed me to disable the websocket option so my OBS wasn't bricked.
