Upgrade to .30 #44

Summary

Switched to the arm-linux-gnueabihf-gcc hard-float toolchain.  (this is already complete for v2.9.1)
Implemented workaround for broken write sysdef.
Update HDL to hdl_2018_r2 branch
Use Vivado 2018.2  (this is already complete for v2.9.1, except we're using 2018.3)
Switched to Linux kernel 4.14
Enabled ext4 filesystem support
Minor Linux driver bug fixing see full log below
