ci: fix azure workflow #2

The issue is with the workflow as local deploys work correctly. This PR is to debug this.

FYI, issue here was that only Windows deployments can run from package on the plan we're on: https://docs.microsoft.com/en-us/azure/azure-functions/run-functions-from-deployment-package#enable-functions-to-run-from-a-package
