Add HelpUI and Options

HelpUI is only a primitive sort of dialog Options has 3 parts:

• Graphics: set the name, language and screen resolution
• Hotkeys and Game are dummies

TODO:

• Error handling when reading from the config file
• Use the name, language and screen resolution when starting a game
• Implement the Hotkeys and Game Options
• Polish the HelpUI
