Integrate support to send state messages to the HRL ROS node #7

Is your feature request related to a problem? Please describe. There is currently no support to enable sending commands to the HRL ROS node. Consequently, the system does not know when to start, stop, or restart.

Describe the solution you'd like Integrate support to send the expected HRL commands
