Use role=“list” for unstyled lists #1732

Safari was adding unwanted spacing to some items using the previous method of removing bullets from lists.

Because the breadcrumbs and footer lists are developer-editable content, we'll continue using the old method for now (no unwanted spacing has been spotted) but will plan to update these in a future version of the framework.

This PR relies on DCF#516
