wdn-inner-wrapper addition to unl.js broken #842

Runs on every page and throws a javascript error (Object has no method drupalSetSummary) on non-edit pages.

Ref #835 and b6fca28

I have commented it out on production until it is fixed. The javascript only exists to prevent the checkbox description from being shown in the vertical tab.
