Deploy "Re-order Layout Builder sections" Patch #159

A current limitation of Layout Builder is that sections cannot be re-ordered. We now have a working patch on D.O. This issue seeks to apply that patch to this project.

Re-order Layout Builder sections

I completed a review on the D.O. issue. Other than a couple of minor issues and some coding standards, it looks good to go. (It needs tests to be committed, but I think we're safe to deploy in the meantime.)

This patch is really close, but let's wait for another round of reviews/edits.

The last round of edits was basically code standards. I feel comfortable moving forward with this PR.
