This is based on and replaces #644

Deployment:

Drush enable the modules starting with "group"
Drush set the group menus block in the navlinks region

edit vendor/drush/drush/src/Drupal/Commands/config/ConfigImportCommands.php and comment out “You cannot run...”

  mkdir ~/tmpdrush
  cp config/sync/block.block.subsitemenu.yml ~/tmpdrush

Drush-all-sites cim --partial --source=~/tmpdrush
