Moved view configuration from optional to install folder. Fixes #552. Fixes #811. #812

The view configuration file got exported to the config optional folder directory on https://github.com/unlcms/project-herbie/pull/774 instead of the install folder.

Because of this issue, existing sites have not reflected the changes made on - https://github.com/unlcms/project-herbie/pull/774

I manually moved the file from the optional folder to the install folder.
