Airavata: If a job fails, make sure that Airavata considers it a fail

Currently, when HTCondor fails, but the job still "completes", then the job is considered complete, but not a failure even though the underlying program failed to run.

Investigate if there's a way to make airavata also present a failure state if the underlying application fails.
