Update the instructions for adding a project to the list #60

According to GitHub comments such as https://github.com/unlicense/unlicense.org/issues/59#issuecomment-420709962, https://github.com/unlicense/unencumbered-software is the new place to add projects to the list.

Note that as I can no longer get the (long unmaintained) Markdoc static site generator to run locally, no pending HTML updates are currently being pushed to the site. I am working on a revamp of the site altogether, but it will be a while yet (targeting January).
