Unlock contracts are currently "controlled" by the DAO on mainnet and we need them to be controlled by the DAO on Base.

This will require a DAO proposal on mainnet to change the config on the multisig on each network.

This is solved here

[x] deploy connext / delay safe modules on mainnet to receive calls from base via connext (see #14593)
[x] enable both modules in multisig
