SIGHUP and other signal handlers should be disabled for non-unix platforms #12

What steps will reproduce the problem?
1. Checkout current version in trunk on windows machine
2. Run "php index.php"
3.

What is the expected output? What do you see instead?
Since PHP signal handling support comes only for *nix platforms script will
die on windows platform.

Please use labels and text to provide additional information.
