Ability to suspend individual VPS #471

Reason: So that those with multiple VPS' under one account can continue to 
manage others, rather than having their whole account suspended/closed. 

Description: When a VPS is suspended via the WHMCS module, it will 
close/suspend the client's entire ovzpanel account so that they can't manage 
any other VPS'.
