Unable to start VPS with error code 28 #516

Steps to reproduce:
1.Select VPS
2.Click Change State, click Start
3.

Actual result: Get a dialogue box that says "unable to change virtual server 
state".  Event log shows "failed to change state for virtual server 1000; 
state: start; code 28".  The virtual server is also set to start on boot, but 
does not.

Expected result: the virtual server starts

Version of the product: 2.4

Server OS: centOS 6.4

Browser: google chrome
