Smoorthi packageupgrade #1402

  1. To load static files in templates, modified html files to use {% load static %} instead of staticfiles.
  2. Updated Wagtail 'Manage Content' href to /cms instead of /cms-frame. 3.. Main packages upgraded: Django==3.2.6, wagtail==2.14.1, django-crispy-forms==1.11.1, Pillow==8.3.1, psycopg2==2.8.6, social-auth-core==4.1.0
  3. Added DEFAULT_AUTO_FIELD = 'django.db.models.BigAutoField' to the settings.py file to avoid Auto-created primary key warning.

I have deleted the images that were locally added to the media folder. And would be creating a new Pull request, hence deleting this one.
